The meeting comes at a time of increased tensions between the United States and Ukraine.
The gathering was initiated by French President Emmanuel Macron, who was the first to arrive at Lancaster House at 12:45 GMT, signaling the commencement of discussions among European heads of state.
Joining him will be Canadian Prime Minister Justin Trudeau, as this summit takes place shortly after a strained interaction between Ukrainian President Volodymyr Zelenskyy and U.S. President Donald Trump at the White House.
A Collaborative Peace Plan Proposal
British Prime Minister Keir Starmer is expected to unveil his strategy for creating a peace proposal that involves close collaboration with France and Ukraine. This initiative aims for formal presentation to U.S. officials for their consideration.
In an interview with BBC, Starmer underlined the necessity for European countries to establish a “coalition of willing nations” tasked with providing essential security assurances to Ukraine within any peace agreement reached with Russia. He articulated, “It’s imperative that we unite because we’ve endured three years of intense conflict; it’s time we worked toward sustainable peace.”
Furthermore, Starmer has expressed optimism about persuading Trump into supporting security guarantees that would assure Ukraine that any negotiated settlement would be equitable and enduring.
Diverse Representation from Across Europe
The assembled leaders include notable figures such as Spanish Prime Minister Pedro Sánchez alongside representatives from Italy, Denmark, Norway, Turkey, Finland, Sweden, Poland, Germany—and others. Key organizations are also represented by European Commission President Ursula von der Leyen and NATO Secretary-General Mark Rutte.
Starmer has held prior consultations with Baltic state leaders—Estonia’s Alar Karis; Latvia’s Evika Siliņa; and Lithuania’s Gitanas Nausėda—despite them not being present at this summit.
The Call for Urgent Unified Action
A spokesperson representing the UK government reported consensus among attendees regarding the necessity for Europe to come together decisively and advocate for urgent measures aimed at achieving optimal outcomes for Ukraine—a vital pursuit linked closely to future European stability.
Starmer also updated Baltic nation leaders on his recent dialogues with Zelenskyy alongside Macron and Trump while affirming his resolve towards establishing lasting peace within Ukraine that upholds its sovereignty. EFE
