Insights from Ralph Goodale: Canada’s High Commissioner in London
LONDON — As most residents of Saskatchewan endure the winter chill leading up to Christmas, Ralph Goodale finds himself captivated by the stunning views of Trafalgar Square, one of London’s most emblematic locations.
Occupying a prominent position in Canada House, he is afforded an unparalleled perspective on British history and cultural richness. Since stepping into the role of High Commissioner for Canada to the United Kingdom in 2021, Goodale has been strategically situated at the confluence of international diplomacy and Canadian interests. Previously, he served as Saskatchewan’s sole Liberal MP for an impressive tenure of 22 years representing Regina—Wascana.
A Conversation with Ralph Goodale
During a recent trip to London, Brittany Caffet from 650 CKOM had the opportunity to speak with Goodale about his responsibilities as a high commissioner. Their discussion delved into his interactions with the royal family and how life in England contrasts with life back home in Saskatchewan. The visit also included an exclusive tour of Canada House.
Holiday Reflections Amidst Challenges
As Christmas approaches, Goodale took a moment to contemplate not only personal reflections but also broader challenges that might arise in 2024. His message was heartfelt for those residing back home in Saskatchewan.
The Role Explained
Brittany Caffet: Can you clarify what your duties entail as high commissioner?
Ralph Goodale: The term ‘high commissioner’ refers interchangeably to what many know as an ambassador. My essential function encompasses representing Canadian interests across numerous events and discussions within the UK framework.
The team here at our mission comprises nearly 300 members—the second largest Canadian diplomatic mission worldwide after Washington D.C.—handling various matters such as political affairs, national security concerns, trade negotiations, and cultural programs. Our work often extends into consular services where we assist Canadians facing issues abroad like lost passports or emergencies during their travels; wherever there’s a Canadian interest at stake here in Britain—we are diligent about defending it.
A high commissioner’s schedule is packed with meetings; thus I engage actively by listening closely and advocating vigorously for Canada’s positions so that our nation’s voice resonates strongly whenever it counts throughout this region.
A Day Like No Other
- Brittany Caffet: What does each day look like for you?
- Ralph Goodale: The unpredictability defines my daily routine significantly! Over these past years—marked notably by geopolitical conflicts including those involving Ukraine or recent tensions arising globally—I’ve learned adaptability becomes essential since these matters often emerge unexpectedly outside any structured agenda I try setting ahead!

Unveiling a Tribute
The Regina Rifles Regiment recently had the honor of having Her Royal Highness, the Princess Royal, Princess Anne, officiate at a significant memorial unveiling. This poignant event not only resonated deeply with those from Saskatchewan but also left an indelible mark on Canadians as a whole. It was an unforgettable occasion that highlighted the strong ties between Canada and its royal family.

Goodale’s recollections include a special virtual audience with Queen Elizabeth II shortly after assuming office amidst pandemic restrictions back in 2021. Despite being separated by physical distance—him at Buckingham Palace and her at Windsor Castle—the warmth she projected through technology made it feel as though they were sitting across from each other.
A beloved figure for many Canadians, Queen Elizabeth’s affection for Canada was mutual; her remarkable ability to connect was something that greatly contributed to diplomacy between nations during her reign.
these experiences underscore Canada’s symbiotic relationship with Britain’s monarchy—a connection strengthened by emotional tributes such as memorial unveilings referenced earlier—forming bonds through shared history while emphasizing ongoing collaborations celebrated across both territories today.
The Unique Role of a High Commissioner in London
Everyday, the responsibilities of a High Commissioner entail significant engagement in the decision-making processes that affect foreign policy. For instance, it is crucial to ensure that Canadian officials in Ottawa fully grasp all subtleties relating to Britain’s stance on various issues. How will they respond? Are there any questions or concerns? Is there context or background information that may be pivotal for their understanding? Working from an international hub like London means absorbing perspectives not just from British representatives but also from global counterparts. This city attracts diplomats and influencers from around the world, encompassing economics, politics, culture, and countless other fields. Consequently, this role can feel overwhelming at times; however, staying focused on Canada’s interests allows one to navigate these complex waters effectively.
A Lesson in Team Spirit
In this vibrant global setting of London, it’s easy to become disoriented regarding alliances and objectives amidst so much diversity. A constant reminder is essential: prioritizing Canada’s national interests must remain at the forefront. Ensuring that Canada’s viewpoints are presented assertively is essential for effective diplomacy.
Coping with Formalities: Navigating Protocols
Attending high-profile events with prominent figures can indeed feel intimidating due to strict etiquettes and ostentatious ceremonies—complete with uniforms adorned with medals and ribbons! However, assistance is always available as seasoned professionals guide newcomers through these formalities; pointers like standing or stepping back are commonplace. The British excel at organizing ceremonies and adhering to protocols—you quickly learn the fundamental rule about using utensils by starting from the outside moving inward!
A Grateful Perspective
There are moments when I find myself reflecting on how fortunate I am to embody this prestigious position—one held by only a select few Canadians since 1880 when we first established our high commission here in London. In over a century, merely two dozen individuals have assumed this honored role; thus each day presents an opportunity that I deeply cherish.

When free time arises amidst my demanding schedule? Walking through London’s captivating streets becomes my escape! However, it’s wise not just to roam aimlessly—instead maintain circular pathways which simplify your return route later on while unfolding layers of history around every corner you explore! Deep cultural narratives thrive throughout this bustling metropolis; monuments such as Westminster Abbey capture snippets across centuries worth uncovering industrious stories behind them all!
Diverse Ventures Across the UK
A valuable piece of advice I received upon assuming office came directly from our Prime Minister: “Be sure you venture beyond London!” My portfolio extends past mere Canadian representation within city limits—to inclusively encompass every corner across England as well including Scotland,Wales & Northern Ireland altogether! It led me recently towards Bolton—a quaint town northward where Warburtons Bakery continues sourcing Saskatchewan wheat dating back over nine decades ago during World War era—maintaining long-standing partnerships vital today among several communities showcasing importance swiftly created between both nations!

A Stroll Through London: The Life of a Diplomat
When navigating the bustling streets of London, one might wonder if individuals like Goodale enjoy the same freedoms as any average citizen or if they are shadowed by security personnel. He shares that he hasn’t been aware of any such protections accompanying him during daily excursions. “If there are security measures in place, they surely operate discreetly,” he remarks, emphasizing that extraordinary security threats are quite rare and manageable when they arise.
This openness is another benefit to his diplomatic role; unlike many other parts of the world where diplomats require constant protection, the safety protocols in London afford him a sense of normality while walking through this grand metropolis. A memorable instance included an unexpected false alarm that demonstrated how quickly response teams mobilize when needed.
The UK’s Embrace for Canadian Heritage
Goodale observes how individuals from the United Kingdom react warmly upon discovering his Canadian roots. Initially puzzled by his accent, many tend to mistake him for American until clarified otherwise. Upon learning he’s from Canada, there’s an unmistakable shift—faces light up with recognition and fondness derived from historical connections between their nations.
- This favorability arises partly because Canada was one of England’s first realms and remains an integral member within the Commonwealth framework.
- Many Britons have familial ties or long-standing friendships connected to Canada that transcend generations—these relationships continue to fortify diplomatic bonds today.

When discussing Saskatchewan specifically, Goodale notes how people’s curiosity frequently revolves around weather phenomena—especially tales about frigid temperatures reaching -40°C during winter months! This often light-hearted inquiry transitions into deeper conversations about Indigenous history within Saskatchewan and ongoing dialogues surrounding reconciliation efforts today.
- An acknowledgement exists regarding Saskatchewan’s agricultural significance; it is known widely as a vital breadbasket capable of producing some top-tier food products globally.
- The province boasts picturesque landscapes and unique community stories connecting families back to events like commonwealth training programs offered during significant historical periods.
“I’ve met individuals who share anecdotes about great-grandparents participating in training sessions at Mossbank—a testament to those enduring family ties that tie our countries together,” concludes Goodale thoughtfully.

Exploring British Culinary Delights
Have you ever enjoyed some distinctive culinary offerings from the UK? Which are your top picks?
“Fish and chips” is a classic favorite. There’s a quaint eatery known as a “chippy” located on North Audley Street—it measures only about 10 feet in width and approximately 40 feet in length. This tiny establishment is always bustling with customers and serves what I consider the best fish and chips I’ve ever had; it truly is exceptional.
A couple of years back, I had my first experience trying haggis during a Robbie Burns Day event in London. It was surprisingly my first time attending such an occasion! The dinner served featured turnips on one side, mashed potatoes on another, with a generous helping of haggis placed prominently in between. At first glance, it seemed quite solid; I was left wondering how to enjoy this dish. Observing fellow diners showed me their technique: mixing everything together generously before dousing it with scotch whiskey! To my surprise, it actually tasted good—though it’s clear that the scotch certainly enhances its appeal!
A Culinary Miss
You might think this appears like I’m discussing trade relations—but when it comes to meat dishes here—particularly beef—I find there’s room for improvement. If they explored more options using fine Saskatchewan beef, they would undoubtedly develop an appreciation for its quality! This sentiment reflects our ongoing trade advocacy efforts—a mission we persistently pursue because we believe it’s worthwhile.
Treasures From Home: Canadian Comforts
Which Canadian treats do you long for while abroad?
The absence of Hawkins Cheezies haunts me here—they’re hard to find in the U.K., along with jujubes! Whenever I travel back home to Canada, I make sure to carry extra supplies just for these beloved snacks.
A Connection Back Home
How often do you visit Saskatchewan these days?
I’ve managed to return home twice annually—once during summer and again around Christmas time. It’s crucial for someone representing Canada internationally not only to maintain ties with their roots but also engage with family and friends regularly. Each visit often includes discussions concerning Canadians’ views on trade developments or political matters abroad—to ensure I’m advocating based on up-to-date insights rather than outdated arguments from five years ago!
Contrasting Christmas Celebrations: Canada vs. the UK
Weather: A Major Contrast
The first evident distinction is undoubtedly the climate. Reports from Saskatchewan indicate that thick blankets of snow have already covered the region, creating quintessential winter scenes. In contrast, London experiences considerably milder temperatures during this festive season.
A Touch of Tradition in Decorations
Another striking observation involves the festive décor prevalent in some areas of London, which may evoke a nostalgic vibe reminiscent of Charles Dickens’ era. The city comes alive with vibrant lights and charming decorations; store front displays are particularly noteworthy for their creativity and elegance. While such extensive decorating might have waned in Canadian customs over time, it remains a cherished tradition across various parts of London.
Trafalgar Square features an impressive Christmas tree adorned with intricate lighting designs, symbolizing the grandeur seen throughout major thoroughfares laden with lights and ornaments—an artistic expression less common back home.
